A native of Southold, Long Island, the subject attended Yale and went on to study law. From 1779 to 1783 he was a representative from New York to the Continental Congress and also a member of the state assembly. In 1784 he was made clerk of Suffolk County and remained in that office almost without interruption until his death. This portrait of him is believed to be a replica of an original painted by Earl in 1792 (private collection, Boston).
