This is an impression of the seal used by Joseph H. Choate (1832-1917) while serving as U.S. Ambassador to Great Britian from 1899 to 1905. A longtime resident of New York, Choate distinguished himself as "a leader in cultural and humanitarian activities, an active Republican, a prominent 'club man,' and a celebrated after-dinner speaker," according to Scribner's Concise Dictionary of American Biography (1964).
