Remarks: Studied law and set up practice in pensacola, FL in 1821; in 1822 he was appointed commissionaer to investigate the U.S.'s claim to FL. Due to his popularity among French and Spanish settlers, he was elected to Congress in 1825-1827, as a Representative; well known for his eloquence of his speeches and ability to debate; author of "New Collections of Laws, Charters, etc., of great Britain, France, Spain relating to the Commission of Lands with the Laws of Mexico, 2 vols, 1839
