Louis Billouart

Remarks: Louis Billouart was born and educated in France. He served 25 years in the French navy before being appointed the Governor of Louisana (1753). His administration was marked with intenal and external discord. During the Seven Years' War with the English, many French settlers immigrated to Louisana and the problems of his administration were evident in the unstable currency, dissension between religious groups, and corruption. Upon his return to Paris in 1763, he was imprisoned in the Bastille for charges of abuse of power. He died shortly, after his release.
