Sulzer entered politics after being admitted to the bar and served in the New York state assembly from 1890–94; in the latter year he was elected to Congress where he remained until 1912 when he was elected governor of New York. The following year he was impeached and removed from office but within a month was re-elected on the Independent ticket to the state assembly where he served one additional term. Thereafter he conducted a private law practice.
