A native of Ireland, the subject was taken at a young age to Spain by his parents. He joined the Spanish army and had risen to the rank of lieutenant general by 1767. After the failure of the administration of Antonio de Ulloa, O'Reilly was dispatched to take military command of the province of Louisiana. His success in this endeavor resulted in his being made a count. He was later head of a school for officers and military governor of Madrid and Cadiz.
